Terms of service
By registering and logging in to the service, the user approves the terms of the service and agrees to comply with them. The City of Turku reserves the right to modify these terms of service. The modifications are reported on this website.
The use of the service is limited to people that turn at least 13 in the current year. Users must use their own identity in the service. Impersonating someone else is prohibited. Each user is responsible for the possible consequences of misusing the name of another person.
Each user answers for the legality of the content they enter into the service. The City of Turku has the right to remove content from the service and modify public content to be more appropriate for the purposes of the service. This right does not apply to voting results or official statements that cannot be modified once they are given.
By logging into the service, you approve that the comments and proposals you provide are published in your name and that they can be modified or removed by the operator if they are deemed insulting or otherwise inappropriate. Opinions must comply with good manners and valid legislation. Each discussion participant is responsible for their own writings and their content.
You can participate in the development of the city by leaving your proposals in the Asukasbudjetti online service. You can comment and endorse proposals made by others. The service is also used to organise voting on which ideas to implement. The service can also be used to distribute and collect other data and material related to city development.
All content produced to the service by the user is public, and the user authorises the publication of this data. The user must hold the rights to the data they provide to the site. The City of Turku has the right to use the content produced by users in developing the city. The City of Turku is not responsible for the accuracy of data in the service.
All data is published on the site using a Creative Commons By-SA licence [https://creativecommons.org/licenses/by-sa/4.0/deed.fi]. By publishing content on the site, the user approves the terms of this licence. The City of Turku is committed to the protection of personal data. Your personal data will not be disclosed to third parties or used for purposes other than the performance of the asukasbudjetti.turku.fi service.
Monitoring of discussions
The use of the service is monitored on weekdays during office hours. The comments are not monitored beforehand. You can report inappropriate messages by using the reporting button (flag icon) next to the contents in the service. The service moderators have the right to remove and modify messages.
The City of Turku reserves the right to use messages published in the service in other contexts. The City of Turku does not assume criminal or compensation liability for the contents of the posts.
Inappropriate and illegal messages
Messages sent to the service must adhere to good conversation manners and be related to the topic in question. Any messages defined illegal in the Finnish legislation are hidden from the public.
Illegal messages can, for example:
- defame others
- distribute private information about others
- distribute confidential information
- incite ethnic or racial hatred
- incite others to commit criminal acts.
Inappropriate messages or text can be removed or modified. The inappropriateness or irrelevance of messages is determined on a case by case basis.
Inappropriate messages can, for example:
- include swear words or vulgar expressions
- be unconnected to the topic being discussed or link to internet material that does not support the topic of conversation
- be not necessarily illegal, but still offensive to a person or group of people
- contain commercial messages
- contain the personal or contact information of another private person.
